ACA premiums are projected to jump significantly in 2026, and the enhanced subsidies that kept many premiums low are scheduled to end December 31, 2025 unless Congress acts. On top of that, a new federal rule now makes DACA recipients ineligible for Marketplace coverage. 

What’s changing this Open Enrollment?

  • Premiums: Big increases are on the table for 2026. Early filings show a median proposed increase around 18% for ACA Marketplace plans next year (some states higher, some lower). Final rates vary by state and plan, but the direction is clear.

  • Subsidies: Pandemic‑era “enhanced” subsidies are set to expire after 2025. If Congress doesn’t extend them, many households will see much higher monthly payments in 2026 and the pre‑2021 “subsidy cliff” would return for people just over 400% of the federal poverty level. Analyses suggest typical payments would jump significantly—often hundreds more per month depending on age, income, and location.

  • DACA: A federal rule change now makes DACA recipients ineligible for Marketplace coverage. Effective August 25, 2025, HHS finalized a rule that excludes DACA recipients from the ACA definition of “lawfully present” for Marketplace and BHP eligibility. State exchanges are disenrolling affected members under the rule.

  • Dates: In most HealthCare.gov states, Open Enrollment runs Nov 1 – Jan 15 (enroll by Dec 15 for Jan 1 coverage). State‑based exchanges may have different deadlines; check your state.
